Belgium: WW2 Defaulters' Commemorative Medal, 1940 1945.
Signed by Joseph Witterwulghe.
The medal was instituted in 1951 to be awarded to those who refused 
to perform military or civil duties-works assigned to them by the Nazis. 
With the inscription "Maybe defeated but never enslaved". 
The medal was established in 1951.
A rare medal, here on the ribbon for those who didn't return to forced 
labor in Germany following a leave to Belgium before June 1944.
