AUSTRIA: Silver Red Cross Medal of Merit. 
In its box of issue.
The medal was established by the 2nd Austrian 
Republic, in 1954, in 3 classes (Gold, Silver, 
Bronze). 
The Silver Medal of Merit can be awarded (after 
at least 6 years since the award of the Bronze 
Medal of Merit) for outstanding merit in one of 
the activities of the Austrian Red Cross or for 
at least 6 years of outstanding work in middle 
level management operation in one of the 
Departments of the Austrian Red Cross.
This is an early example.
